When he was stopped about 1 a.m. April 1, [John Riggins] had just left a banquet at the Congressional Country Club in Bethesda, honoring a former Redskins announcer, [Jerry Phillips] said. Even though it was late, Riggins was heading for Fairfax City, where his 6-year-old daughter lives with her mother, to drop off the flower arrangement from his table as a surprise, he said.
