STAFF WRITER BEN TINSLEY REPORTS — 4B Drunken drivers beware: Police in the Metroplex and nationwide say they are starting a crackdown this month and are promising arrests for those who drink and drive. The National Highway Traffic Safety Administration said Wednesday that it hoped new advertising would help lower fatalities that involve alcohol, which have barely budged in a decade.
