More than half the people who flunked the breath test for drunken driving last year in Gaston County avoided DWI convictions, a new state report says. State law says anyone driving with a blood-alcohol content of 0.10 percent or higher is guilty of driving while impaired. But in Gaston County, only 45 percent of those people were convicted in 1990, according to a report from the N.C. Department of Transportation.
