Armed with a tougher drunken-driving law, some area police departments are arresting more drivers for barely crossing the new driving-while-intoxicated threshold. The arrests of drivers with blood-alcohol levels of 0.08 percent or 0.09 percent rose at least 45 percent since the state toughened the penalties for these readings in July 2003, a Buffalo News analysis of DWI cases shows.
