Gansler Deputy Pleads Guilty to DWI Judge Orders Probation, Counseling for Prosecutor Who Was in County Car at Time

When [Katherine S. Winfree], who is principal deputy to Montgomery State’s Attorney Douglas F. Gansler (D), was stopped by Montgomery police for suspected drunken driving Dec. 7, she declined to take a breath test. Her arrest created a problem for her friend and boss, who has championed stricter penalties for drunken driving. Gansler lobbied the General Assembly for passage of a law that allows juries in drunken driving cases to be told if defendants refused to take breath tests. Winfree’s case was handled by Judge James N. Vaughan, chief of Maryland’s District Court. Vaughan lectured Winfree about alcohol and ordered her, during her probation, to abstain from drinking, continue the psychological counseling she began after her arrest and seek help from the Bar Association’s confidential counseling program.
