For DWI Offenders, an Alternative Road to Treatment No-Nonsense Program Hailed as Model of Success Now Faces Enrollment Decline

Another development that could drain future enrollment in the Prince George’s facility is the opening of similiar DWI programs in nearby counties that traditionally have sent their drunk drivers to Hyattsville. Impact, a Montgomery program for multiple offenders, was established in the mid-1980s, about the same time as the Prince George’s DWI facility. Both programs were designed to provide courts with an alternative to the traditional choices of sending convicted drunk drivers to a conventional jail, where there typically was no treatment, or putting them on probation. Despite the growth in area treatment centers and the drop in drunken driving arrests, there are more than enough drunk drivers in Prince George’s to keep its DWI facility running at full capacity, according to Jacqueline Ryles-Harris, chief of the community corrections division.
