Fairfax Still Waiting for Horan To Fulfill Pledge on DWI Law

Commonwealth’s Attorney Robert F. Horan Jr. (D) had pledged in April to change his policy July 1 if county attorneys fixed flaws in the local ordinance. Officials told the Board of Supervisors yesterday that the law has been corrected but that Horan has not directed police to use it, meaning all DWI fines go to the state. Horan, who is serving as a special prosecutor in a Loudoun County trial, could not be reached for comment yesterday, and officials said he has not responded to two recent letters on the subject.
