Feb. 14–In December, North Carolina instituted beefed-up drunken driving laws, forcing judges to strictly adhere to the 0.08 alcohol level as proof of impairment and toughening penalties for, among other things, habitual offenders. But even then, we noted that the new law by itself wouldn’t halt impaired driving or the accidents, injuries and death they cause.
