Police officers’ lack of knowledge about a 1993 change in state law may have allowed County Criminal Court Judge Wallace Bowman to escape a DWI arrest, police said. Bowman and a woman were arrested Aug. 20 on suspicion of public intoxication after the judge was stopped while driving a car in a wooded area near the 2900 block of Northwest Loop 820.
