Portions of the much heralded Safe Roads Act of 1983, an effort to swiftly and fairly punish people who drive drunk, are not working. DWI charges are being dismissed and reduced - not consistent with the spirit of the law - and cases that are filed are backed up on court dockets for as long as two years.
