When local authorities a few years ago had the bright idea of putting a breath test into ignition switches of the vehicles that convicted drunken drivers owned, it didn’t work. Some drivers started their cars sober, headed to a tavern and left the car running while they got smashed inside. Other offenders used air from a balloon or oxygen tank as a bogus breath sample.
