Dallas police arrested 1,987 fewer people on drunken driving charges in 1987 compared with the previous year, which police attribute to reduced funding for DWI enforcement and court challenges to police DWI checkpoints. Police arrested 8,287 motorists on DWI charges last year, compared with 10,274 in 1986 and 12,197 in 1985. Deputy Chief M.R.
